In The Story of a Ban: Purse-Seine Fishing in India, Himal Southasian will look at how an intra-sectoral conflict in the marine fisheries sector plays out on the ground. It does this by diving deep into the ban on purse seine fishing in Tamil Nadu in southern India. Here, competition over sharing of marine fisheries led to the ban on purse seine fishing in 2020.

This conflict plays out within the context of an expanding fisheries policy by the Indian government aimed at modernizing marine fisheries, easing pressure on resources, and encouraging sustainable fishing models. The project covers the politics by which community-level structures resist changes and the potential they hold to morph policies in their favor during execution.

The stories will be set in coastal India, predominantly in the southern state of Tamil Nadu, with additional inputs from Karnataka, Kerala, and Puducherry.
